Try renaming it,changing it's attributes,and/or booting into safe mode and try deleting it from there.

If you have Win ME, if you can drag it into the Recycle Bin then delete the Recycle Bin in Dos, Reboot and your Bin is back, minus the file.

OR.....

DOS Delete version 1.0
http://home.earthlink.net/~rmbox/Reticulated/Toys.html
DOS based Freeware for Windows 95/98/ME by rmbox

Deletes Archive, Hidden, Read-only files and all their combinations.
Deletes any and all "access denied" files.

Does not delete system files by design.
(Yes, that means "access denied" system files as well)

Click on dd-setup.com to install.

After the install there will be a ReadMe file in the Toy Box folder located in the Start button's Programs menu.

To delete a file, right click on the desired file and select "Delete with ms-dos" from the menu.

Warning - files deleted with ms-dos will not be recoverable.

ok if the file you are trying to delete is saying that it is being used, try using ctrl+alt+delete then go to the processes tab, find the file, and end the process. then go back and delete it
