I believe there should be an option/command which runs from "Run" that allows you to restore a single file from .cab, but I can't find anywhere what this option/command is.

Can anyone help me ?

Yes there is, it's called msconfig. "Extract file"

Even though it a DOS command, EXTRACT can be ran from the RUN line, if it is required. But you have to close the DOS window that opens to run the command.
