I have lost about 3 months of files - docs, some applications - since having to do a 'system restore' (using Second Chance)when my pc froze up (grey 'safe mode' screen). Yes, I know it's my fault for not backing up properly etc etc... but there we go.
My question is: is there a way to use my laptop (running XP) to access the hard drive of my pc, which might allow me to seek out any of the files that are missing?

It would be simpler if you had another working desktop model to connect the WinME drive to, as it's a fairly straightforward procedure to hook up a standard drive as a slave or secondary master.
To connect to a laptop, you'd likely need an external USB drive enclosure or similar device.
It sounds as if you've given up all hope of repairing the original system - there is always the chance of recovering the files via a DOS boot

As it's described, I don't think the question pertains to actual 'file recovery' - just that the original machine (for whatever reason) no longer boots to Windows, and the OP wishes to connect that drive to a functioning machine.
If the drive isn't seriously damaged, the files can copied without the need for specialized software
Repair of the original system may still be a possibility, depending on the nature of the problem and the OP's determination & means
