Fdisk hangs

I have win ME & Linux on the HDD. Now to delete linux, I did fdisk/mbr and fdisk. On fdisk command my system hangs. I tried doing this booting with ME and win 98 startup disks. I get the same result. What do I do now? Norton Disk Doctor reported an error of overlapping partitions, but did could not correct it. However , I can boot into both OS's without problems. IS low level formatting the only answer? Thanks in advance.

I had the same problem when I reinstalled W2k which killed LILO. I got rid of the problem by downloading the tools from the hard drive manufacturer's website and taking the drive "back to factory specifications"... in other words, writing zeros to the drive.
You may be able to accomplish the same feat with DEBUG. There is a debug script on this page:
