Fatal error caused by cmdninst

where to start... i recently installed and ran a spyware program and now whenever i boot windows ME i get an Exception Error:
it seems to be caused by cmdninst as this is the program that is runing when i get the error. any one know how to fix it? or even just bypass cmdninst as i dont mind reformatting, i just need to burn some files first, which means geting my pc to load....just once....safe mode works but i gets burn files in safe mode as it doesnt recongnise my burner.
