f disk how to use for external hard

CPU/Ram: Intel pentium III and 256

I have bought a external hard disk but the computer don't see him. The helpdesk said me to use the DOS instruction F Disk but I don't know how to use that. Can someone explain me (pc with windows millenium)

First of all, what type of connection are you using for the external drive?

When you boot the machine, does the BIOS see the drive?
