explorer.exe hangs with NIC

I use Win98SE as server PC and Win ME as client (networked w/ Intel Anypoint phone line system). ONLY when the client PC is on do I have this problem: Windows explorer hangs (and also when I open My Computer- no icons of drives, on server or client, are seen and it freezes)-have to restart computer but recurs. Never a problem when the client PC is off (and client PC can always see server drives). Suggestion as to why this is happening and what to do?
