Explorer.exe error on boot

I am getting an error on boot stating:
"Error Loading Explorer.exe You must reistall windows"
I have tried the MS Knowledge Base for info that re-generates the Explorer.exe from the CAB files. It did NOT work.
I have been told that I need to do an overlay install to keep most settings and data.

hello reboot to safe mode,goto c:windows\options\cabs\setup.exe dubble click on setup.exe and the overy lay process beguins. you may want to have your m.e serial number handy incase it asks for it.

What happens when you get the explorer.exe error is safe mode? When I try to boot up in safe mode it will show me the wallpaper on my desktop and then give me the error. After I cancel out of the error it does nothing but sit there and does not load anything.

The error is from a damaged DLL file created by Install Shield. I also had some other problems that solved themselves after I updated by Install Shield software at WindowsUpdate.
