explorer (not responding)

When I open more than one browser window explorer stops responding, and has to be restarted.
i have two hard drives (one containing windows and little else - 2 Gb - 250 mb free, the other with all program files - 4 gb with 2 gb free).
system resources on start up - approx 65%.
is there any solution without reformatting?
