I have had this problem for some time. Have been surfing the internet and I have got a lot of advices. Nothing has worked so to speak. One method was to start in safe mode and go to search for files and folders and type *.CPL and renmame the file one after another and try to open control panel. This did not work so accidentally I did put this search down to the taskbar. Letting this search lie on the takbar I am able to open conrol panel and whatever. Stange but works.
