Major problems recently with our PC not booting. Had new graphics card & new power unit installed - worked for a week then collapsed again! Managed to get it started & backed up all files, but it would no longer connect to the internet, uninstalled ISP software, message that previous version of IE would be restored, restarted & since then it will not start at all, even in safe mode. A message box comes up "Explorer has caused an error in SHELL32.DLL. Explorer will now close". I have a boot disk, which is not working, although I am not sure the floppy drive is working - it is set to boot from floppy in the Bios, but still no joy. The only way it will boot is to a Windows 98 CD, but it will not install this - I have tried. Windows ME was pre-installed & I do not have the CD. Is there anything at all I can do? The system restore is disabled as we were having major problems with that also. Can anyone help? Pleeeeaasssee.........

If you haven't tried a system restore then you should. If it doesn't work even in safe though you may have corrupt files and have to reinstall windows.

Summary: From what I read, it seems to be caused by a corrupt registry. You will need to run scanreg from DOS if the PC will not boot at all. In a nutshell, you will need a Windows 98 or ME boot disk. If you d...
