explorer error

trying to fix a friends computer that has windows me. error message is
explorer has caused an error in browseui.dll.
they have only a floppy restore no disc (packard bell)must be hidden partition
they have no way to back anything up as i cant get in even on safe mode(well i get in but when i try anything up comes the same error .no system restore points created. also no mouse in safe mode.. they dont want to reinstall if nessesery as they cant backup anything.
is there any other way (boot from 98 floppy and do something(not sure of any commands
whenever i click on anything all i get is explorer has caused an error in BROWSEUI.DLL

when i start up the windows (windows-me) i found a massege tell me that i have an error in explorer and that mshtml.dll have an error , and tell me to restar my computer may that solve the proplem ,but unfourtuintly nothing happened ,which cause me to lose me mind . i don't know what i have to do please help me thanks

so i download a bootdisc start the computer with it and type one of these is this correct
