i cant use my works 2000 (windows me) i keep on getting execption oe at 0028:c0265211 in vxd vpowered(07)+00000299. this was called from 0028:c00739c8 in vxd vkd(01)+00000640 and error oe:0177:bff8e64b then it tells me the system is dangerously low in resources

Try this: start->run->type: msconfig->startup->disable everything exept for loadpowerprofile and systemtray. Reboot, see if it works.
