E:setup.exe and nothing happens

ok well ive formated the HDD and its clean. then i rebooted and went with option 1 (with CDROM) Then i was sent to a: prompt and then i typed E: hit the enter key. then typed setup.exe and nothing happend. the CD drive was thinking for 1 second and thats it, it also didnt pop up with the MSG "Bad command or file name"
