Can you boot to DOS (startup diskette) and try a scanreg/restore (I don't think you need a space between scanreg and the slash in DOS, only from within Windows ME)? I think the steps are; insert the startup diskette and turn on the machine, choose the option "minimal boot (command prompt only)" or similar, when you get to the A prompt, type C and press enter, then type scanreg/restore and press enter, choose a working registry (from before the problem) working registries will have "started" beside them (I think). Use ctrl+alt+del twice to reboot to Windows, or I think you can type win and hit enter. I have done this before, but only once (not similar to your error), I think. If the command doesn't work (invalid command or similar), try "scanreg /restore" (notice the space) without the quotes.
