When ever I restart or shut down my computer I get the following message on a blue background:
"Windows
An error has occured. To continue press enter to return to Windows, or press CTRL+ALT+DEL to restart your computer. If you do this you will lose any unsaved information in all open applications.
File name: VWIN32(05) + 000012DO Error: OE : 0028 : C02A44A8
Press any key to continue"
If I press enter the machine will carry on shutting down on most occasions. At time where it doesn't shut down, a flashing white cursor will appear at the top left of the screen, while the rest of the screen is black. I simply have to turn off the computer manually.
Can anybody tell me what exactly is wrong and how I might fix the problem?

Have you made sure that only the necessary programs are running in the background? Use start>run>msconfig and see how many programs are being started at startup. Do a Google search for PACS-Portal if you need a list of required programs.
