After reinstalling windows ME, I can not go online with my DSL modem (which worked before). I can ping the modem but can not go online. Any suggestions on possible solutions?

You have contacted your ISP I assume? Can you ping the outside world at all or just the modem?
How about re-installing any PPPOE, Winpoet, or other ISP software software required. The next step would be to wipe the TCP/IP stack from add/remove programs area of the control panel and then re-install that.

If you can ping by IP and not by FQDN...

For instance, you can ping:
ping 209.90.0.4

and get four replies...

But you cannot ping:
ping sky.net

It returns an error or no replies..

Post back. I can most likely fix that as long as something isn't actively corrupting your Winsock keys in the registry. (like new.net, aol, savenow, etc...)

I can ping "209.90.0.4" and get 4 replies, but i cannot ping "sky.net". It replys "Unknown host sky.net". (I am using MS-DOS to ping sources)

Have you installed the drivers provided by your ISP?

If you can ping by IP but not by FQDN... try
this:

Go to control panel>>add/remove
programs>>windows setup.
Take the checkmark out of
Communications.
Click apply>>ok.

It will prompt you to Reboot. DO NOT
reboot.

Go to start>>run>>regedit.
Browse to HEKY_LOCAL_MACHINE\
System\CurrentControlSet\Services

On the left hand side of the registry you
will see a folder called Winsock2.
Right click and choose delete.
Close the registry editor.

Go back to control panel>>add/remove
programs>>windows setup.
Highlight Communications and click the
details button.
Put a checkmark in Dail up Networking.
Click ok>>apply>>ok.

It will prompt you to reboot. This time
reboot.

When you get back up, try the internet.
