Duane, to place data onto a floppy disk you have several options. The easiest way is to insert a formatted floppy, right click the file/choose send to from the right click menu/select 3 1/2 floppy. If your talking about downloading something from the internet directly to the floppy i suggest downloading it to your desktop first then sending it to floppy.
