Sometimes when I try to download something, it will only partially download and Windows acts as if everything went fine. It will be downloading and then the status of the download will go all the way through and it will show as completed. This doesn't seem limited to one computer and happens a lot on Download.com.

... are you 100% sure they did'nt download?
... maybe they are still on you drive in an "unknown by you "location?
... try downloading this its a "wav" sound file 133kb very small.
... rather than just clicking it try right click "save target as" to a location on your drive, when its done, if you ca'nt find it do a search for " twilzone.wav "

Assuming you're right and they aren't hiding from you in a different location.
Assuming you are using Internet Explorer.
Download CCleaner and clear everything out (TIF, Temp, history etc) And take a look in your Downloaded Program Files directory and see what, if anything, is in there.

What happens is that it will start downloading and then at some point will act as if it downloaded the whole thing.
The status bar will go all the way to complete status and then a box will ask me if I want to open the file. The file is on the hard drive, but only part of the file is there. For example, I tried downloading a 4 MB file but what downloaded was a 512 KB messed up file.
The file on Download.com's server is not messed up so this is just my problem.

... are you using a proxy server?
... try this find a nearby friend to download this download manager, it should have a resume download option to tick when you configure it (I've got quite an old version and am sticking with it)

If you don't clean your browser and make sure the Downloaded Program Files directory is clear of any unwanted files you aren't going to move forward very quickly (unless you drop lucky and it's a glitch).
After you've done the above, I would download, install, update SUPERAntiSpyware and do a malware scan.
And if it's still the same after that, I would use the "Repair Internet Explorer" option in your add & remove programs.
...assuming you're using Internet Explorer. Which we still haven't established.

My browser is clean and there isn't any spyware. I will just take my laptop to a near hotspot and find a download manager.
I've had this problem for a long time and once read about someone's similar problem. I had AOL at the time and I think they did too. It seems like someone mentioned something about a buffer problem; whatever that means.
The service I'm using now was owned by AOL but I'm not sure it still is.
If we ever get fast internet out here I will switch in a heartbeat.

I didn't say it was necessarily spyware you were looking for, although spyware is a consideration (and without running something like HijackThis you wouldn't know anyway).
The main thing you're looking to rule out is file corruption, either in Internet Explorer or DPF, etc, etc.

I don't think anything is corrupted since it isn't limited to one computer and doesn't happen every time.
I downloaded a 9+ MB file off of oldversion.com the other day without any problem.

IMHO the file on download.com is corrupt so try downloading that file from another website like www.filehippo.com

Could be. Could be the electric blue gnomes at the bottom of his garden. I'm goin' with the AOL elf though.
