I've always been able to open the Cookies\index.dat file w\notepad. Now I get an error message-"is in use by another appplication and cannot be accessed." A new icon warns that this is a "restricted site". Scans show I have no spyware or viruses on my system. I felt reasonably safe with a dial-up-dynamic address. How can I find out what's up with this?

For Paranoia, get delindex.bat and for cleaning get dustbuster, don't have the url but make a search on www.google.ca
