dll files problem

I am having trouble getting access to web pages.Some seem to load,but very very slow and other dont load at all.I think it may be a problem with the dll files missing or damaged.
Is there a diagnostic tool that I can download to search the fault and repair it. thankyou

if dll files are missing you will probably need to re-format & reinstall windows I doubt you can repair this problem I spent days trying to repair after losing dll files (4 infact) :}
