Display.sys code page error on WinMe start-up

I get the following black-screen message on start-up: "Cannot set code pages on display.sys"
Did a scandisk... no joy. Copied 'display.sys' from win_19.cab file on my hard disk... no joy. Copied 'display.sys' from win_19.cab file on WinMe CD Rom... no joy.
I have two display.sys files on my hard drive. One in C:\Windows\Command\EBD, the other in C:\Windows\System... Why? I don't now but both show above error message at bottom of file when opened with Notepad...
Can anyone help me out on this?.... Can I get Windows to sort out this error? Were can I get a new 'diplay.sys' file from?

http://www.microsoft.com/technet/MSDOS/technote/messages.asp I suppose you upgraded from 95/98? Do a clean install if this is the case. One of your devices used to load REAL MODE drivers now ME runs in Virtual Mode

I already did a clean install... The DISPLAY.SYS thing happened after a failed attempt at loading MS FS 2000 Pro software. I can't access my config.sys file even under the WinMe System Information Configuration gui. or? I've gotta wipe my HDD haven't I... F*** it!!
