disk cleanup et al

Disk Cleanup constantly freezes on my computer. In addition, when I attempt to clean out the Temp folder manually, it will let me delete a few files, but then just stops deleting. I highlight, click delete, and they just stay there.

Sounds like you need to boot into Safe Mode and run ScanDisk, first in its Standard mode, and then in Thorough mode to check for errors and to try to clear disk drive errors. (Takes hours.) Then clear your Recycle Bin.
Have you ran the usual AV scans and Ad-Aware SE and Spybot S&D scans for Malware. Those types of programs like to protect themselves by preventing you from deleting them.
You can also get the DELINDEX.BAT and run it from a bootable diskette, as it will also do a good job of cleaning out these files where virus like to hide.
