difference between log off, reboot

it is recommended that soon after installing or uninstalling any program, one should restart the computer so that appropriate changes take effect in the registry. this should be done even if the instruction to restart the computer doesn't get displayed on the monitor.
i would like to know whether logging on after logging off will bring about the appropriate changes in the registry, or there is no substitute for rebooting the computer? actually, logging on again takes much lesser time than rebooting.

r28271, SWAG, logging off only affects that user, whereas rebooting affects the entire machine so I'd guess you need to reboot. HTH. Ed in Texas.
