when I go to release my IP number under run then winipcfg it comes up with an error message concerning the DHCP???? then it completely locks up my system. Help!

Do you have fast connection or dial up? If you have dial up you can not release your ip address, if you have fast connect(cable or dsl) and your isp suports it you need to set your ip static adn go around the dhcp server. You can not release your ip because you cant be on a network or the internet without 1. GL
