Hi! I've been having a bit of trouble with the desktop. The colours on the desktop seem to have just crapped out on me. It has the appearance as if it were in safe mode and yet it isn't.
What happened is that my computer froze, so I had to restart (Ctrl+Alt+Del) Then brcause ME didn't load properly I had to restart then it ended up the way it is. I've tried Microsoft Troubleshooting and it's been no help.

Go to Control Panel/System/Device Manager / Display adapter / Properties / Driver / Update driver [It will auto search for the driver from your windows folder]
Restart and see if its ok

To restore the registry to a properly functioning prior date, type scanregW /restore in Start/Run. Since you already tried System Restore without any luck, this may not work. But you have nothing to loose. If this doesn't work (or should it make things worse) just restore it again to today's date.
Next time, try this before Restore.
There are 5 registry backups; edit scanreg.ini to change the default.
