Desktop icons screwed up

My desktop is all skewered. The icons are all scrambled, and are all black and white. Some are faded out, like a rubbed out painting. What's the problem here?
Where would I find this shelliconcache? Is it in a specific folder in C:\Windows?
And what is TweakUI?

shelliconcache is in just C:\WINDOWS. It's hidden so, to unhide it.
Settings| Control Panel| Folder Options| View(Tab)| (under) Hidden files and folders| (mark) Show hidden files and folders| (click) OK
Now you should be able to see it. Good Luck I'll Try

Forgot to say, when your done deleting it. Go back and mark Don't show hidden files and folders then click OK My bad sorry :)

Actually,you should let "Hidden Files and Folders" be visible,and you should also uncheck "Hide Extensions for Known File Types".
*You can also fix the icon problem by changing your display settings,then changing them back...or,booting/rebooting to Safe Mode,then rebooting to Normal Mode.
