deleting win folder in dos???

if i boot up to DOS can i delete WINDOWS folder to get rid of WIN ME so i can intall WIN 98SE?
To much trouble with ME?
Will this work, any other solutions apart from FORMATTING???

Seems like there will be problems arising if you do that. You should make it easier by just formatting. It isn't that difficult and besides it'll be a new and fresh install of the Operating System. Just remember to make a startup disk.

I have formatted my hard drive once before, to go back to 98SE from ME.
But the problem was that i am using a COMPAQ PRESARIO LAPTOP and to get the Driver ETC for the Mouse-Pad, and the Screen to work ok i couldn't find them manually on the RESTORE DISCS that came with the PC, so i used the RESTORE DISCS as they reload all Drivers ETC, BUT thats when it LOADED ME BACK OVER the 98SE i tried loading previously.
SO i was back to square 1 again.

Any help/instructions would be appreciated...
