I was trying to fix corrupt version of IE and ended up deleting IE and now the computer loads like normal, but to a black screen with a cursor. No right/left click and nothing running in the task manager. Can't get the system restore to bring me back to a time previous to uninstall. What should I try?

If those don't work, you are probably looking at a reinstall of Windows. IE is very deep in the system, depending on which version you have. Formatting and reinstalling is usually best rather than reinstalling over the existing system, even though it means tedious reloading of drivers and programs.
It doesn't help now, but consider having a second hard drive and keeping a clone (Norton Ghost or Drive Image) of your system. Then you can copy it back whenever you like. Hard drives are not expensive now.

On the ME CD you'll find the article in \addons\document\guide and it's called mqsg. The information you want starts about page 31. On a PC with ME already installed you will also find a similar article at C:\WINDOWS\OPTIONS\INSTALL\CLEANHD.TXT
