Delay in opening webpages&winipcfg

Hi,
i'm having a quite bothersome problem here... Sometimes, when i try to open a web page, it takes a lot of time, with a message "finding site www.xyz.com" in the lower part of the browser window, and finally, after 10-30 seconds, evolving to connecting to www.xyz.com and quickly loading the website after this. This doesn't occur always... it seems to occur at random intervals... but when the computer starts it always occur if i try to open a web page right away.
What is interesting is the fact that winipcfg also doesn't open at that interval... I try to open and it only opens when the site also opens (after 10 or 30 seconds)... them i can happily navigate for some time and them, one time or another I have to wait 10 to 30 secs again...
This problem have been occurring for a while (a lot of time)... I thought it was a spyware, trojan, or something like that... but then i formatted the c: and reinstalled almost nothing (direct x, my program to connect to the internet, internet explorer 6, etc) and the problem was still there!
I use 2 network adapters, one to the internet modem (adsl), and one to the LAN... My mother board is the PC chipps 810
can someone please help me?

Marcel, the delay you're experiencing is almost certainly being caused by something running in the background. If you experience the problem online, I'm inclined to think you are being diverted to an ad site or worse. If it occurs offline, something in the background using up time comes to mind. In either case, seems to me a thorough malware scan is in order.

It can't be that... since i formatted the hard drive and the problem still occurs...
I removed one of the network adapters and the problem still occurs... but less frequently... what a strange thing =/
