Hi there - I was able to update the advapi to the recommended version of 4.90.0.3000. I think I figured out the problem. The files(schannel, rsabase, rsaenh) are not found when I do step 1. I tried to extract new copies and get the following error message:
ERROR:Cannot open file: F:\Win9x.base2.cab

Would re-installing windows ME do any good?

Where are you extracting the files from?

Do this for me:

While in Windows...
Go to start>>search>>for files or folder.

Look for:

base2.cab

On your c:\> drive.

Where is it located? Write it down and post it here.

The error message you are recieving either means that the extract utility cannot find the files you are trying to extract... or it cannot open the cabinet files. We need to find them to correct the path to them.

newgrl- I think it means that it cannot find the files, because she did a search for schannel.dll and it wasn't found on her HD.
She was trying to get it from the WinME CD. Also I noticed the CD was dirty and had a little scratch or something. Could that cause a problem with finding the file?

I had another thought at 2:00 AM. I have a cd burner. Could I burn a copy to CD and then have her save them from the CD to her HD? Amber is at work and won't be home until later this afternoon (PST).

Also - where are those files supposed to be?

Yes. The scratch can cause the cd not to work properly.

Usually, if you installed ME yourself, base2.cab will be found in:

c:\windows\options\install

If your OEM company (Dell, HP, etc...) installed ME, base2.cab should be found in:

c:\windows\options\cabs

If you are running ME, then yes... you can burn a copy of schannel.dll, rsabase.dll, and rsaenh.dll to a cd and give them to her. If you are not using ME, they will not help. You could just put them on a floppy as they will fit just fine on a floppy and it would be easier.

newgrl - The base2.cab files located in:

C:\windows\options\install

I looked and did not see the schannel.dll, rsabase.dll or the rsaenh.dll - not sure if they were supposed to be there or not.

Do this:

Go to start>>run>>msconfig

Click on the Extract file button.

Type:
schannel.dll

Click start

Where you will find the installation files:
c:\widnows\options\install

Where you would like to extract the files to:
c:\

Do the above for rsabase.dll and rsaenh.dll.
Extract them to c:\

Boot with a bootdisk.
Choose without cd rom support.
Type each of these commands and press enter after each one:

c:
cd windows
cd system
ren schannel.dll *.xxx
ren rsabase.dll *.xxx
ren rsaenh.dll *.xxx
(there is a space between the last "L" and the asterisk)
a:
move c:\schannell.dll c:\windows\system
move c:\rsabase.dll c:\windows\system
move c:\rsaenh.dll c:\windows\system

Pull out the bootdisk.
Hit ctrl+alt+del to boot back into windows.

Go to start>>run
Type:
regsvr32 c:\windows\system\schannel.dll
Click ok.
regsvr32 c:\windows\system\rsabase.dll
Click ok.
regsvr32 c:\windows\system\rsaenh.dll

You should get the DLLregister succeeded message now.

Reboot and check the cipher strength on your browser.

It worked and the cipher strength is now (finaly) showing 128-bit.

I am very grateful for your help! Have a wonderful afternoon!
