creating startup disk problems

I'm trying to create a startup boot disk in the add/remove programs folder. Part way through the process I'm getting this error message: Setup detected an error while reading C:\WINEBDO.400\EBD\10.SYS.
Tried several time with different disks and got same error. Do I have a corrupted file; is it a serious problem? Computer seems to be running fine otherwise.
