HEY... i am running windows ME and i was havin g the same problem i have 40 GB hard drive and 30 GB were being used by .cpy files in the restore. Well this is usuall caused by a trojan virus and in order to get rid of this problem follow my steps..
right click on my computer
click on prefences
click on the preformance tab
at the bottom there will be a button named File sytem... click on it
there will be a bar called System Restore disk space and it will be at max.
put it on min or whatever you want to be
click on OK then on ok again
now restart you computer
then do a follow up virus scan and most of this files should be gone

I hope this solves your problem
