Have you tried Scanreg /restore?
Or,search 4 all your *.cpl files, try opening them 1 @ a time.If any or all won't open, try extacting the files that are giving you problems.(Start/Run/msconfig/extract files)
I'm not sure about this 1,cuz I've never seen
this fix 4 this problem, but you could try deleting your "shelliconcache" file and re-booting.windows will re-create it.I don't think that's it,but unless a following post says that won't fix it,it's worth a try.
Good Luck

Try this, click Start, select Find/Search and type *.cpl and all the control panel applets will be outputted, try to double-click them one-by-one and see if they will open.
Agree with the above, try deleting your ShellIconCache file in the Windows folder, then reboot as windows will recreates it for you and maybe your problem will be solved.
If not, run regedit, click start, select run and type regedit. navigate to the HKEY_CURRENT_USER\ Control Panel and look for a line like [don't load] and delete these all. Close the registry and reboot.Goodluck!
