Control Panel Access Restricted

Greetings: On my niece's PC, I can't get into the control panel, or even find it. The contol panel listing is gone from the Start/Settings menu. If I go into C:/Windows/System and click on a control panel (cpl) item,, I get the message: "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." I get the same message when I click on the TweakUI and Internet Option icons that I placed on the desktop out of control panel before this problem arose. No one has intentionally placed any restrictions on the PC, or even designated a system administrator. How can I remove the restrictions? Thanks. Ed
