Computer restart and boot up

I was previously running XP which ran well but if i had to shut down or restart it took a long time for my computer to restart. The power would come on and light for cd-rom and cd burner would come on and then make clicking like noise but computer would not start up. After a while it may start or i would have to keep either hitting restart button or turning power on and off. I finally decided to try fdisk and format hard drive. I now have ME on system but same problem. Wondering if maybe hard drive is bad or motherboard? When computer finally does start up it says boot record from IDE is ok. Also get windows protection error some times and the blue screens. Any opinions? Thanks.
