ClockSync - how to remove? Pesky..

I somehow in my travels picked up a litte annoyance called ClockSync, it lodged itself in my program files directory, and I can put it in the recycling bin but cannot then erase it, as it states the file is in use. I've tried several means of annihilating, to no avail. Not even sure how bad or invasive the little nugget is, but would like it off as I did not choose to have it on the system! Thanks in advance
