As far as I know, all Cable addresses are static. DSL may or may not be.
The only way to change it is to ask your ISP, but it will be a one-time change.
If you are trying to protect your pc, a cheap router will assign an ip to your pc each time you turn on your system. The ip of your modem stays the same.
