That type of LED signal would be drive vendor specific. Without the make and model number of the CD-Rom drive they don't mean much, other than something is wrong (an error). You could try the HP site and see if they have anything on it. Or determine the manufacture of the drive and check their web site for that models information. HP sources their drives from many different vendors.
But errors of this type, if they occur with all CD inserted usually mean the drive has gone bad and can not correctly read CDs. This can sometimes happen where the drive is not able to read CD-R CDs but can read others. In most cases it is time to replace the CD-Rom drive with a new one. Many only last a few years at most. Finger prints and scratches on the bottom of CDs cause the CD-Rom laser to burn out due to overheating.
You could try booting with a Windows ME startup diskette and see if the DOS drivers can see the CD-Rom drive (it should in this case) and if you can do a DIR command of a CD and read it.

How hard is it to just replace the CD drive?

It is easy to replace... Just buy another one, use a screwdriver and unplug their cables, and plug them in the new driver. All cabels have marks of the correct plug positions. You must look at the master / slave jumpers... You may use the same setting as your old drive (not the jumper positions, but the master, slave or cable select setting). Just to avoid unecessary work and money spent, say something to us before buying a new driver (may not be necessary to buy a new one): Have you or someone else opened your computer and changed something inside it? It is recognized during computer startup and it's icon is shown in my computer? If no, see if the red marked side of the ide cable (the one large cable plugged in the back of the CD drive) is in the marked side of the connector. This test only applies to you if someone has chenged something inside your computer just before it stops to work. If so, may the ide cable be misplaced...
