Can't reinstall Windows98 / Me

I've been trying to re-install Windows98 / install ME on my 30Gb Fujitsu hard-disk. It's all going wrong! The problems manifest themselves with the scandisk during setup which
* sometimes tell me the disk-size is wrong, "corrects" it from 30Gb to 20Gb, after which scandisk scans the disk to 163% completion and crashes
* if it does get past that, it keeps reporting various Mb of 'lost clusters' of files and or directories (even after fdisk/format). These directories contain the names of files that were on thr disk but should have been removed by fdisk/format.

Can the BIOS on your PC handle that big of a harddrive on its own? Older ones had to have a bootloader installed beforehand to get the BIOS to deal with large drives correctly.

if you're fdisking and formatting properly you should not have data left on the drive.without data you can't have lost clusters, so you are not doing it right or you are not giving us the correct information on what you are doing.

The BIOS can handle it - the drive was working OK before on this system. Also tried disk on another machine - same prob.
I've been round the fdisk/format cycle a few times and am still getting problems. Use of a disk editor shows there is still "data" on the disk (eg various strings of text).
