can't receive my mail on outlook express

For now go to www.mailstart.com You can get your Email there for free(but only once a week).
For a fix try here http://www.all-windows.com/oe_kernel32.html or search the MS KB site.. jimi_l

Can you go to your isp's home page and read/delete your mail from there? Some limit the size of mail and maybe someone sent one that is too big thus blocking your box. Ed in Texas

I can recieve Email but I cannot send it says error 0x00ccc78 that I cant send email until nessasary changes have been made I dont know what those changes are?

try and remove outlook express and then reinstall it..not sure what version u have but if u have version 5 or 5.5 try installing version 6..this might get your settings to the way they where...good luck
