i keep getting the download screen (open it save it to disk) every time i try to open a photo no matter what directory the photo is in. i can change the program to image viewer or netscape and that works but then i try to change it back to internet explorer and the same thing happens. i've rebooted several times and the system hangs on shutdown which requires scan disk at startup. i've even rebooted in safe mode but no avail. can someone plese help?

Did you try right-clicking on the picture you want to view, then select open with, then choose internet explorer? What type of file are these pictures? I am not exactly sure what you are asking. . .about the system hangs at shutdown, the pictures, or both?
If you have norton installed:

(just copy and paste this into your browser)
Hardware Issue:

So what actually happens when you try to open one of these files with IE? Errors? Or does it just say you cannot open them? What format are they in, Netscape? I dont really understand if they actually are jpegs or gifs(not photoshops or anything of that nature), they should open.

Double click on My Computer.
At the top, click on tools>>folder options.
Go to the File Types tab.Scroll down until you find JPG.
Click on it once to select it.
On the bottom half of the box, it will inform you what it is supposed to open with... what is it?If it is not IE... Click change.
Choose IE from the list and click ok.
Click apply>>ok.Go find a *.jpg file.
Double click.Does it open properly now?

Explain whats happening again, step by step. Is the image you wish to view in one of your data folders on your computer not on the internet? "my pictures" "My documents" etc. If this is the case and you know which windows folder its in go to it and double click it. it should open with whatever you have it set to. ie. explorer definately opens any jpg image, not sure about netscape and image preview is the default image viewer unless you have installed any camera or image editing software, (basically any peice of hardware or software that has something to do with an image file) sometimes changes your default image viewer to whatever program, can you see a thumbnail of the image when looking in the folder its stored in? view/thumbnails? should be a teeny tiny version of your image. or atleast an icon. Are you sure its an image? right click on the file select properties.. what does it say. Where did you get it? If off the internet how did you get it? Im confused i guess because you mention download prompt then save to disk. this should not take place with an image already stored on your computer.

Try to open one in safe mode.
Reboot.
After the POST(memory check and *beep) start tapping on the F8 key over and over.
You should get a boot menu.
Choose #3 safe mode.Close help and support.
Try to open a *.jpg here.
If it opens in safe mode properly... then something running in the background is causing this.
If you still get the download prompt... my guess is either a setting in IE or broken file association.
If you get the download prompt even in safe mode...
Go to the control panel>>internet options.
Click on the Advanced tab.
Click Restore Defaults.Close internet options and try a *.jpg(you are sure these aren't ending in *.jpg.vbs or anything, right?)
If it still didn't open... and you've upgraded IE to at least 5.5 SP1, try repairing.
Go to control panel>>add/remove programs.
Choose Internet Explorer from the list.
Click on Remove.
This will give you some choices.
Choose repair. When finished it will ask you to reboot.
Reboot.Try a *.jpg file.
If not post back.

It sounds like Tom is browsing his directory structure with Internet Explorer rather than Windows Explorer.
