Can't Open Norton 2003 After Instal

I'm trying to install Norton Antivirus 2003 on my father-in-laws system and I can't open it once the install is complete. An error comes up that says Internal Program Error....uninstall and re-install which I've done several times. Getting a live update didn't help. Any help would be appreciated. Thanks!

I just installed Norton Anti-Virus 2002 and I remember from when I had a problem with my previous version of Norton Anti-Virus , and I tried uninstalling it and reinstalling it . yet I was still getting the unable to start virus scanning data ase , or something like that . Nortons web site has a Norton removal tool .However since I also have Norton Utilities I could not use it .I found out that you have to manually delete the virus definitions folder , in order to prepare you system to accept the new version, just using the add/remove programs does not delete this folder .The virus definition folder is located C:/Program Files /Common / symantec shared/virus definitions. After you install the new version , go to live update and download the virus definitions , to replace the folder , I usally keep going to live update,till it informs me that all of my definitions are up to date !
