Can't open folders or My Computer

I can't open any folders on the desktop. When I click on them or right click and hit Open, nothing happens. I've read that repairing Internet Explorer through Add/Remove programs can help, but unfortunately I can't get to Add/Remove programs. I can't open My Computer from the desktop. I can't open internet explorer from the desktop or through the start menu. Everything else on the desktop seems to work.

Have you tried scanning for viruses,worms,adware,etc...?

When I click my computer icon on the desktop, it takes more time delay(3 min) to open. I use Pentium4 processor, win98.
How can I overcome this.
