Can't open Control Panel error 29

I have tried re-installing IE, did a google search and found lots of other inquiries but did not find any solutions. Does someone know a fix for this? Thanks, Mike

Go to Start and Run.
Type control and click OK.

Does the Control Panel open?

Do you still receive the error message?

Yes, I still recieve IE error 29 when I try to access control panel that way

Check the following location in the registry for an entry "NoControlPanel".

HKEY_CURRENT_USER\Software\Microsoft\ Windows\CurrentVersion\ Policies\Explorer

I have already checked all these. This problem is not the easy fix. I renamed the wininit file, ran defrag, no avail.

SYMPTOMS
When you attempt to view Control Panel or Help files, the folders may appear to be empty or partially empty.

Additionally, other folders, such as My Computer and Dial-up Networks (as well as the Search window), may appear empty or partially empty.
CAUSE
This behavior can occur if one or more of the Jscript registry key settings are incorrect. This behavior can also occur if the Jscript.dll file is missing or damaged.
RESOLUTION
To resolve this issue, edit the applicable registry keys. To do this, follow these steps.

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Browse to the following registry key:
HKEY_CLASSES_ROOT\CLSID\{f414c260-6ac0-11cf-b6d1-00aa00bbbb58}\InprocServer32

The (Default) Value data should read as follows:
C:\WINDOWS\SYSTEM\JSCRIPT.DLL

If it does not, double-click Default, type C:\WINDOWS\SYSTEM\JSCRIPT.DLL in the Value data box, and then click OK.
The ThreadingModel Value data should read as follows:
Both

If it does not, double-click ThreadingModel, and then type Both in the Value data box.
Browse to the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\CLASSES\CLSID\{f414c260-6ac0-11cf-b6d1-00aa00bbbb558}\InprocServer32

Repeat steps 3 and 4 to edit this key.
