Can't Move Files In Windows Explore

I am not able to move files around (Cut/Copy - Paste) in Windows Explorer. Includes to/from external drives and between folders in the same drive.
Can't drag & drop files off my PC to back them up. (And I need to ASAP because I'm having other issues.) Pretty sure I fixed this once before - .dll issue...
