Can't access website

Help' please
I go regularly to a particular website (no password needed, etc.) But the last month I can't access it (the twirling 'wait' symbol just keeps twirling). I have to use my room mate's computer to get on the website. We have the same I.P. address...so that can't be blocked. I have never blocked any sites on my own computer. This isn't a controversial site that would block out anyone out from their end. I'm not having any problems with any other websites.
Is there somewhere in my computer I can undo any type of mechanism blocking sites. A few months back I went into the computer and had to do a 'restore' that seemed to clean out some quirks that had developed. I can't find any blocked sites listed on my computer. I just don't know what step to take next.

Check your hosts file, open it in notepad and if the url of the site is in there, highlight and backspace it out and go to file>save and close notepad. The hosts file (no extension) is in your Windows directory.
Don't know how it would get in there, but if it is, it will block access to the site.

Double click my computer icon>double click C drive (usually where Windows lives)>double click Windows, HOSTS should be inside here (directory=folder).
