Cannot run Scandisk/Defrag or access hel

I have recently upgraded to ME from Win98se and now find that I cannot run scandisk (all background progs are closed down except 'explorer'. Scandisk just gets as far as 'checking file allocation' and remains there. Defrag does not progress at all.If I try to access the 'help' files I get the error 'The HELPCTR.exe file is linked to missing export WININET.DLL:DeleteUrlCacheEntryA'
and a warning box saying that I may not have appropriate permissions. Everything worked fine with Win98. I have tried reinstalling with no success. Please help!!
(ME installed because of constant startup problems with win98)

back up all your data!!!... try to reinstall windows 98 in a different subdirectory,(windows1, windows2....)... later you can erase then the original windows subdirectory to reclaim HD space... if that does not work, reformat HD and reinstall 98....if that works then run your ME disk through the shredder.... if your 98 is not working correctly upgrading to ME will not resolve the problem, only clean install would, but if your computer is older than a year or two, you have better chance with 98. (drivers, drivers, drivers....)

I had the same thing happen to me. It was also not creating the restore points in System Restore. I went to the Windows Update site to see what was there and there was a help update in one of the Critical Updates packages, and it solved the help thing not working. Maybe this will help you also, worth a try b4 going back to 98se for the final time (I would suggest that anyway).

Forgot to mention that it also fixed the ScanDisk and Defrag problems I was having, but did not fix the BSOD that often accompanied it.

I am going th0rough virtually the same thing as you are. I have a new P3 1000mhz. Asus CUV 4X computer, 40GB hard drive with WinME factory installed. I have been trying for a month to run SCANDISK and DEFRAG only to get a "locked drive" error.

I dont know how much (if any) help this may be but I noticed you did not mention if you had the 'system tray' application running while trying to SCANDISK or DEFRAG. This along with 'explorer' should be the only two applications running while running these utilities.

You also may wish to update your BIOS and your chipset. I am currently investigating this idea looking for an update version of my BIOS and possibly a new driver to do with the chipset/motherboard. I guess thats kind of vague, but maybe it will get you going in the right direction

One last bit of advice, try and recall any programs you may have installed on your computer just prior to initially experiencing the problems. It is possible that a program may have corrupted a file to do with the disk utilities. Perhaps uninstalling or re-installing the program and/or repairing the registry at this point may be the answer.

If you do resolve your problem, I would be most greatful if you would send me an email as to how you were able to do so, even if it does not solve my situation. If any other readers have any ideas, I personally would be equally greatful to receive any info via my email address.
