From a Winguides post:
1. Go to Start>Find>Files & Folders... type in *.pwl and delete all .pwl files in c:\windows
2. Go to start>Run, type sysedit. Maximize the system.ini Delete all lines under [Password Lists]
3. Go to ControlPanel>Network Choose Windows Logon as Primary Login
Reboot
You should now get the login box one last time. Type in your name. Just click OK for no password.

I assume from your post that this is not your password you're bypassing. If you do not have the "user's" permission, it is unethical to continue with this proceedure.
With that said, you can enter the registry in safe mode unless the password setting was set up in BIOS and delete the String Value MustBeValidated in HKEY_LOCAL_MACHINE\Network\Logon that is stopping you from entering windows.
An easier way is to enter in safe mode and create a new password, then use the new password to enter in normal mode.
If the password was created in BIOS you may need to remove the battery.

The system could not log you on. Make sure your User name and domain are correct, then type you password again. Letters in passwords must be typed using the correct case. Make sure that Caps Lock is not accidentally on.
