I have recently upgraded to ME from Win98se and now find that I cannot run scandisk (all background progs are closed down except 'explorer'. Scandisk just gets as far as 'checking file allocation' and remains there. Defrag does not progress at all.If I try to access the 'help' files I get the error 'The HELPCTR.exe file is linked to missing export WININET.DLL:DeleteUrlCacheEntryA'
and a warning box saying that I may not have appropriate permissions. Everything worked fine with Win98. I have tried reinstalling with no success. Please help!!

dont fix what is not broken, use win98 if everyting worked fine there. You will not gain anything except trouble by "upgrading" to ME... dont play microsofts upgrading shell game

you give no worthwhile answers? you admited
in an earlier post that you have'nt enough
knowledge or experience or confidence to take
ME (which you hate so much) off your magnificent compaq laptop and go back to your
beloved win98, yet you persist in telling people what to do with their gear. do us all
a favor and get a life!

Guru, i am trying to give some practical advice... i am not trying to make windows ME to work at any cost (time, aggravation and money)... i am trying to make the computer work, regardless of what OS is on it... if Marks 98 worked fine why to play microsofts shell game and take a risk with windows ME?
About my computer... ME was factory installed i did not go from 98 to ME, i managed in 4 months to debug windows ME and make it work acceptably on my computer... i am willing to accept some performance loss and keep windows ME untill i run into problems again and then i will decide what to do... my motto is DO NOT FIX WHAT IS NOT BROKEN
There are other reasons why i did not upgrade my notebook computer from ME to 98... they are following
- Compaq refused to send me windows 98 installation CD and refused to provide any support during installation or after. I have windows 95 installations CD and an upgrade to 98 CD from my desktop and i have windows 98 installation CD from my older notebook and CD with the drivers for it... even legally i should not be using any of these CDs to install on my new computer, but that would be my least worry
- it is a notebook computer with swappable bay, pcmcia card, dvd rom... to install 98 i would have to find the correct 98 drivers for all of that, they will not be on my other notebook or desctop drivers CD...
- i cant afford to have it innoperational for extended period of time while i am changing OS.
- yes.. i do not pretend to know everything... i am not changing operating systems on daily bases to be experienced in it...If somebody had 98 before and downgraded to ME it is not so difficult to get back to 98 if ME does not perform to satisfaction, just reformat and use original 98 installation CD... i am not telling anybody that has his windows ME working good to switch to 98... dont fix what is not broken...
Guru mu suggestion to Mark was workable and would restore his computer to original condition, he mentioned that his windows 98 was working fine.
I AM EXPECTING THAT YOU WILL PROVIDE HIM A VIABLE ADVICE how to make his computer work without problems ( i dont consider the phrase " MY WINDOWS ME WORKS GOOD" that you are so often using as an advice)...
if you cant give him an advice, then tell what is wrong with my advice... or get of my back

Iv'e got the same problem as Mark.Now lets be grown up about this "If i want to solve this problem how do i do it"?
